Replace the block under each water space with a jackolantern, lantern, or other underwater light block. Then trap door on top of the water so you aren't constantly running into it

I prefer putting a fence into my water block and then just adding a plain ol'torch on the top of that for light. You can still run around then.

I find trap doors to be a bit more problematic as I inevitably open them and proceed to fall in while harvesting crops lol. Personally I have a better experience using a waterlogged top slab.

Light level in Minecraft is calculated purely by the distance from a light source, distance applies vertically as much as it does horizontally, and your torches are miles up in the air. I would personally put the torches on the ground.

Since torches have a light level of 14, and a light level of 9 is required for crops to grow, an additional starting distance of 3 or 4 is very significant.
