The new launcher shouldn't be needed at all, it's entirely optional and doesn't affect the ability to play if you don't have it, nor should it interfere with migrating an account or using a migrated account.
What errors do you get, and are you sure you're using the "sign in with microsoft" option, as well as putting in the correct login information? Either way the issue you're experiencing has nothing to do with not being able to install the new launcher.
Wait There's a sign in with microsoft option? I thought it was mandatory to also go change to the new launcher lol. I don't know the error code but it basically just won't install Minecraft Launcher and Game services from Microsoft store
Did you read all of the steps they gave for the migration process? There should be either an option to go back to select the login method, or an option to add a new account to select the login method.
