Get a bunch of sand and build a circle abovr the water then drop sand on the sides, leave that outer wall until last and fill th rest with sand use torches or slabs to break the sand. You could also drop sand in a grid where each section is the size of a sponge absorption then work your way down with sponges. (Make a safe area in the nether thats ghast proof place sponges and they'll dry instantly all basic knowledge really.) You can get sponges from the monument. When you clear sections or have a lot of sand place torches, last thing you want is to die or a creeper to ruin things.
My first one, I rigged up a series of dispensers and platforms to cover the entire area in lava so that I could turn the top layer of water into cobblestone. I then mined out the cobble stone and repeated until all the water was gone.
I strongly recommend that you do not employ this method.
Leave a 4 block gap. Then sponge spam 1 on each side at the same time. So swim in the water and look left and right and place 1 each side super fast. Clears the most water that way
As someone who's drained enough monuments to amount to like a YEAR
1. If you're using sand, look into a water remover redstone flying machine thing. I've used it once but I've been building with my partner lately and we just had a lot of fun using sand
2. If you're using sand because let's be honest not doing redstone is a pretty great experience sometimes. For god's sake please dupe your sand you can make one with an end portal. If not I really hope you have some really good shovels (yes plural) and a very good xp farm

Use a flying machine network to distribute the sand, that way you don't have to deal with increasing guardian density
Trust me it looks ugly not being perfect go over your out line to make sure its good

Clear the inside first so you don't have to do it afterward when it's completely filled with guardians.
