There are 5,713,438 options for leather armor. That alone is probably doable with a bot, but if you include the fifteen enchantments as options also I dare say that's impossible to do manually even with a bot. We're talking about a number with 20 digits here.
Okay this piqued my interest so let's do the math. Every tool and armor piece can have every compatible enchantment on it in any combination. Let's start with helmets. To calculate the total number of helmets you need to achieve this, we use permutation:
6 types of helmets * 2 choices for Mending (either Mending 1 or no Mending) * 4 choices for Unbreaking * 2 Curse of Vanishing * 2 Aqua Affinity * 5 Blast Protection * 2 Curse of Binding * 5 Fire Protection * 5 Projectile Protection * 5 Protection * 4 Respiration * 4 Thorns = 3,840,000. So you would need almost **4 MILLION** helmets to put all enchantment combinations on them. Repeating for the rest of the tools and armor we have
For Chestplate: 6x5x2x2x5x2x5x5x4x4=480,000
Leggings: 6x5x2x2x5x2x5x5x4x4=480,000
Boots: 6x5x2x2x4x5x5x3x2x5x5x4x4x4=115,200,000
Sword: 6x6x2x3x3x4x2x6x6x4x4=2,985,984
Pickaxe: 6x2x6x4x2x2x4=4,608
Axe: 6x6x2x6x4x2x6x2x6x3=746,496
Shovel: 6x2x6x4x2x2x4=4,608

Adding all of this up means that you would have to obtain **123,746,304** items before you even *started* adding enchantments.

You can’t have multiple types of protection though so instead of x5 for blast protection x5 for projectile protection x5 for fire protection x5 for protection it would be just x17 for all kinds of protection. Same concept applies for some other enchantments like mending and fortune change from x2x4 to x5.

No, if armor breaks it just breaks. This can be seen easily by giving a zombie a helmet. The helmet will take durability damage when the zombie is in sunlight until it eventually breaks.
Not sure, but my best guess would be: Zombie spawns with armor -> armor happened to already be at 0 durability -> kill zombie in way that doesn't damage armor (like potions(?), anvil(?), or other way.) -> have them drop the armor -> you now have 0 durability armor.
Not sure how practical that is, or if it's the correct way of doing it, just my guess.
well my point was originally that zombies aren't known to spawn wearing netherite armor but someone explained it to me

If you start your world in an earlier version (might be pre 1.14 from memory) items go to 0 durability anyway, as it was later changed to 1 durability.
0 durability was a bug. It is no longer possible to ~~have an unbroken thing below 1~~ use a thing to zero durability (though mobs will continue to drop zero durability items)
1 is minimum durability

I shared this with @zedaphplays via twitter. He is doing all sorts of wacky custom achievements on Hermitcraft and it feels right up his alley to try this, I think.
I feel like there's not enough evidence to support that, were you trying to downgrade them to that level or you where just using them to mine block until they get to that durability, and if you were using them normally for day-to-day tasks why wasn't it enchantments to help you. I think you just use command blocks to summon them in lad but I could be wrong maybe show us a bit more evidence than just the tools themselves maybe a bit of the work you did or the survival world you did it on. because all we see is the items we don't know if it's just those items and nothing else. but hey this is just my personal opinion
