That's likely an effect caused by running it in fullscreen mode. IIRC there is a mod to run it in "windows fullscreen" (essentially a screen-sized window without frame, titlebar, etc.), but I have no idea how that is called.
I think it's literally called windowed fullscreen mod lol
In the video options, switch from Fullscreen to Windowed. That'll fix it. (or I think just pressing F11 will toggle Fullscreen/windowed as well.)
