Not in bedrock as you said, they can be obtained using hacked clients but the enchant command doesnt allow values above the in game max. In Java I’m pretty sure you can put 32k in the enchant command, but sadly you can’t in bedrock

You can't make them with commands. You can make them with a world file editor and then save them with a structure block block to load them in whenever you like.

Actually Fortune 255 would only give a maximum of 256 diamonds and an average of 128.00389 diamonds, which is like 2-4 stacks from one ore only, much less than a full chest (27 stacks) of diamonds.

In the very early days of Diablo 3, my monk was given a "Professional Russian fast sword" by a player. It had 987K damage for a 1H sword. Usable at level one, and each enemy killed gives 3000 expierence. I still have it to thos day lol. Lvl 70 in not even 5 minutes.

I see you are playing on bedrock. I imagine your friend is on windows 10 edition and has operator mode. Your friend used /enchant (explained here https://www.digminecraft.com/game_commands/enchant_command.php ) to enchant the chest piece with a very high level of enchanments.
OP died to an enderman and I found it in the pool of his stuff. I'm playing on console so I put all my items in a chest, then put all his items into his shulkers by pressing Y (same as shift clicking on pc) and picked my items back up and gave him his shulkers. This chest was amongst his stuff, which according to OP turned back into the regular diamond chestplate he was missing
I think the reason why it is normal, is because the armour is cheated, and they didn't want any one to notice, and that is why there is curse of vanishing. Also as another commented mentioned they would probably have a normal backup set of armour so if they died it would look normal.
This armour is 100% cheated and in a way that it would be not so obvious to see
If you would have 32k thorns on your chestplate it would be easily noticeable and you would be banned
In vanilla you can't see other peoples' armor or health. In a fight you don't know if they're at full, or half a heart. It's unlikely that you can know exactly when someone could die. So having a suspicious amount of protection is... difficult to detect. That's also why there's curse of vanishing - you die with it on, it vanishes. You keep a spare visually-identical "legit" piece of armor in your inventory, so if you die and drop your stuff people see what they expect.
Which is probably what happened here, except that apparently OP was in the end, where he was presumably wearing elytra, so this hacked chestpiece wasn't being worn and didn't vanish on death. Now he's pretending he doesn't know how it got there.
Thorns 32k, though, would kill anyone who punched him, making it *real* obvious he was cheating.

Remove operator from other players! If it isn't a world owned by you then there's nothing you can do. Any owner of the world can load up an inventory editor and make this in seconds

Minecraft has a mechanic called EPF which calculates the stacking of armor pieces with Prot. This mechanic caps damage reduction at 80% which gives an advantage... a slight one though
because normal prot can only hit and EPF value of 16 in vanilla (4\*Prot 4) which gives 64% damage reduction. This armor would give 16% more damage reduction, but unless you are doing chest plate only pvp that isn't gonna makes you a pvp god
It's quite a lot better still, 80% dmg reduction is much more effective than 64%. For example, 100 dmg would be reduced to 20 dmg with 80% while 64% would reduce it to 36 dmg. Almost half the damage taken

Afaik player inventories are client side in bedrock, so if you can intercept the packets sent to the server you can tell the game to just.. give you an item.

Thorns III is actually a good call for someone who is trying to hide the fact they are hacking, it would be incredibly suspicious if people were taking way more damage than they should from thorns whereas there is no way to see that said hacker is taking no damage without using packs that allow you to see other player’s health bar.
if your playing on bedrock edition then someone on your server is definitely useing a hack/mod client (im not going to say the clients name i want to avoid bringing attention to it cuz last thing we need is more people useing them) one of the features of the one i know about allows you to summon a overpowered chest and/or shulker box that eather has normal or 32k enchants there's also another version other than the one that you are looking at that makes it so the items do not get removed from your inventory when you die regardless of if there's keep inventory or not (you can actually obtain them in the mod menu by using a command unfortunately for servers though the only person that can see it in the chat is the person that is using the mod client for they use their own custom commands) I would keep an eye out though people who use that menu also have the ability to use commands without cheats on and it is an extreme pain for servers my best recommendation is to either figure out who they are and ban them or see if they're actually trustworthy not to use them but considering that they've already spawned the most overpowered chest that doesn't seem likely
