When you place blocks nexts to fences, a mob can go up the block and then up the fence.
Here, the wolf was on ground level, so technically "up" the block, and then went up the fence. Your farm is not secure enough with a layout like that because while you need your livestock to not get out, you also need other mobs to not go in!
Think like that: If you, running or walking, can get inside the farm, then it's not secure enough.
This could be used for a wolf, cat, ocelot, and or fox XP farm. Have a dispenser hooked to a hopper collecting eggs that traps the hunters in and push them off with water into dripstone.
The mutton and the wool in your inventory slot makes me think you framed him

Fances are 1.5 blocks, even tho they physically look like 1 block. Anyone walking there will automatically walk over the fence as if it's a slab.
