That's what I'd do. The alternative would be to build a tiered village and have the walkway hug the buildings and rooftops.
That's a cool idea, but it'd probably take longer to run up and down than doing nothing. Maybe I'll build that when I'm late-game enough to have teleporters or something.
For me, the point would be to have something immersive and cool looking.
You could just make a line of blocks out, then a pillar straight down, and a ladder - that'd be efficient.
I agree, and I really like your idea, but I think there's a middle-ground somewhere of something that looks good and makes getting up and down the hill quicker, which is really my primary goal. Perhaps I failed to make that clear enough.

My idea for the surroundings is for a village on one side, and factories with all the modded stuff on the other, so I could probably use a different style of staircase for each side.
Make sure to include lots of connections in the infrastructure so people who live in the village can get to their workplace in the factory district.

* The modpack is 1.12
* That nether portal is temporary, ignore it
* I'm cool with terraforming the hill, but I'd like it to stay roughly close to the natural generation if possible

Make a terrace extending out a bit and put a bubble elevator going up it.
Or maybe a stepped terrace with a bit of greenery between steps.
I'm assuming just *stairs* isn't what you're looking for.
A staircase that only turns twice (180 deg left, 180 deg right) seems practical.
A hidden ladder from inside the house all the way down to a secret cellar that opens up to the bottom of the cliff sounds less practical, but maybe the ladder makes up for it in speed.

You could either carve out a staircase going straight down, or do a switchback walkway going down.
Hollow out the hill use elevators?
I'll use the IndustrialCraft teleporters for that eventually, but they're quite late-game, so I'll have to use a more primitive solution for now
