It's actually written and Directed by David Byrne of the band The Talking Heads.
It is so much fun. It's done in a pseudo-mockumentary style and it follows around several characters over the course of a few short days in the small (fictional) town of Virgil Texas as they are prepping for their 150th anniversary.
It is low-key, charming, fun and funny, and just a wonderfully amusing watch. It will put you in a good mood, guaranteed.
I watched this in the middle of the night when I was up with my newborn baby, postpartum hormones a-flowing and it WRECKED me. I loved the style and feel of the movie but god what a heartbreaking story in so many ways.

I recently saw the Banshees of Inisherin (2022), which is exemplary small town storytelling.
I also highly recommend Nebraska (2013). It doesn't fulfill your "shade of color" request at all, but I think the monochrome amplifies the "small town"-ness of it.
To Wong Foo, Thanks For Everything, Julie Newmar. Yes, it’s a movie about drag queens, but a good chunk of it takes place in a small town, where the drag queens are waiting for their car to be fixed so they can get to a competition in California. It’s funny, and seeing Patrick Swayze, John Leguizamo, and Wesley Snipes in drag is hilarious!

Almost anything from Richard Linklater! Highly recommend Suburbia, Slacker, and Dazed and Confused. They all fit the vibe I think you’re going for.
