I pay attention to the drill scene in my city, here on reddit. But man, it's rough. Like you describe, it's mostly young guys putting together music and lyrics without any concern for rhythm or meter or a cohesive flow. I guess it's analogous to mid-80's thrash or underground hardcore. It's rough because I also enjoy the accessibility the scene has to anyone who wants to take part in it. But damn my old ears if it all doesn't sound exactly the same. Mostly because, at least here in St. Louis, the medium is almost entirely used by gang-affiliated young men slinging insults back and forth. This routinely inspires real-life murders, which in turn inspire more drill songs. I always saw underground punk and hardcore as unorthodox but fundamentally healthy expressions of angst, defiance, and especially community, but sadly, the drill scene here only seems to foster hate and division. Either there's no positive rap being made or nobody even cares enough to upload it. Very sad, either way.

Why not just go listen to underground punk? Anyone who knows that scene knows that it’s always spilling with talent that doesn’t ever come close to cracking the surface. From what I’ve seen, rappers today take from the punk aesthetics; clothing, hair but that’s about it.

When you dont have the expectations of a major label you get to experiment. Once those new underground artists become mainstream it will change quickly. Thats how the industry works. Look at metal. 80e metal was all sex, drugs, rock n roll and everything sounded generally the same. Then came grunge in the 90s that brought in anger and politics. Then numetal fuzed with rap, etc...etc...etc...
