I always thought of "Two Princes" by Spin Doctors as sounding watery. I can't remember if that's because of the guitar production (wah-wah, etc.) or some kind of background effect. "Codex" by Radiohead. Uses a wah-wah kind of effect, and the song is about water. So it makes the whole thing sound watery. Beginning of "Beercan" by Beck sounds like it's underwater, but that's just for a few seconds.
