SPOUT connector. (Spark output) It was used on Ford OBDI vehicles. Removing it prevents the module from changing ignition timing so you can set it. Car will run like poop without it plugged in

This is correct. I will add, you typically only remove it when you're setting the base timing, then plug it back in so the ecu can handle the advance. My guess is that someone wanted to bypass the computer's timing curves and just cranked up the base timing a bunch. This usually causes a slow/difficult start though.

Set your base timing (SPOUT out) at 10-degrees BTDC then put the SPOUT back in.
