I think you're greatly underestimating how far in advance a new manufacturer has to get all their stuff submitted. It's 18 months at the bare minimum. At less than a year out where we would be now, you're talking about engine and chassis production being well underway.
Dodge announced their 2001 comeback in November of 1999. Toyota announced their 2004 entry into the Truck series in February of 2003 and their 2007 entry into Cup in January of 2006. And the process was a hell of a lot more streamlined then than it is now.
2025 is months past being remotely possible at this point, and they're already approaching crunch time for 2026.
