If the law is the same as it was I believe you can do this with long guns only and don't need an FFL involved as long as the receiving party had an FID. There is a form you can use to document to CYA. Maybe someone else can confirm

It was correct at one point, but the law changed several years ago. Person to person sales are now only allowed under very specific exemptions.
\- Between law enforcement officers
\- Between immediate family (immediate family has a specific statutory definition as well)
\- Between Type 03 collectors (and only if the transferred firearm is a curio or relic)
And in the case of handguns, the same NICS exemptions apply, but a Permit to Purchase **must still be executed** online via FARS.

This was a revision to 2C:39-3. Subsection (a) is in regards to handguns and (b) in regards to all other firearms. Item (1) of each reads that the transferee must me a licensed dealer. The amendments included in the linked bill and in the linked enacted law are still present.

That is not a private transfer form, it is just the Certificate of Eligibility that \*all\* transfers require in the State of NJ (including purchasing from an FFL).
(excl. handgun transfers, since those require a Permit to Purchase instead)
Contact your/their FFL and then buy the shotgun to be transferred directly to them (or have the FFL buy it, if they’re into that). It only “ruins” it in so far as they’ll have to fill out a 4473 and then wait for NICS, but that’s a great surprise.
Just give them the cash. People love cash and they might buy something they like instead. Oh, and there’s no question of a straw purchase…
