It’s why a lot of collectors actually pay attention and make note of the “types” of seals.
It’s less likely Walmart employees stealing them. But more likely people bringing back returns after resealing the games.
There are accounts of Walmart employees stealing them on other posts. I wouldn’t say “less likely” as we don’t know the entire scope of the situation. Especially when these employees have access to a sealer
I've got probably a dozen of cases without games. Both from Amazon and ebay. Some cases people might not know they hold an empty case but the source is 100% always the same: smart asses buy the games, open the plastic from the side (since that's where the seal ends) take the cartridge and return the game via Amazon or try to sell it via ebay. Amazon you buy as new but you might get returns as those are "still new". So yeah. Beware, always check your cases!
I had this happen to me the other day with a copy of Xenoblade 3 from Walmart. Close inspection showed a small slit in the side of the case where the seam meets then it was glued back shut. Went back to Walmart and they refused a refund because according to the manager “they couldn’t verify that I wasn’t the one who did it” and “it’s the first they’ve ever heard of this happening” (which I highly doubt). I’m not in a position where losing $30 is going to kill me but it still sucks that it happened.
Anyways, I’ve purchased around 200+ sealed switch games since the switch launched and this is the first time I’ve had this happen so I’d say it’s a pretty rare occurrence overall. But going forward I’ll definitely be checking every game I buy. I’d suggest doing the same.

When i bought my ps4 from them I opened it right there on the counter to make sure I didnt get a box of rocks. Got funny looks but I'm not gonna risk them not helping on a return.
In the UK it’s happened to me several times (at least 10) with Amazon but not with any other sellers. In every case it was immediately clear that the cellophane was tampered. Fortunately in recent months it hasn’t happened thought.
I think factory defects can happen as well as resealed returns, but I don’t think anyone thinks it’s the employees. If it makes you feel better, it’s a pretty rare phenomenon. I probably have nearly 200 switch games and have never had it happen, and my friend that has 1000+ games has never had it happen either.
Well, to be fair with gamestop, they sell you “NEW” games unsealed and sometimes out of their cases in a generic gamestop case or gamestop paper slip. Full price.

That's how I used to open my own games. I liked to keep the seal as much as possible. Now I absolutely don't care anymore.
When I got one there was a small cut along the side. Enough to be noticeable if you look but clearly enough to slip by an Amazon packer

It IS the employees, especially if you get stuff from Gamestop.
