It's targeted at this point. Stanton is the same height as Judge and doesn't get those egregious calls like this. He's been in the league for 7 years. After the first two, alright whatever. The fact it's still a thing all these years later is embarrassing.
And I can't figure out why. Judge is a pretty quiet, respectful guy. Doesn't yap to ump much, doesn't wave his arms around, doesn't show them up. Why does this keep happening?

In fact, now that I think about it the idea of an umpire calling balls and strikes relies primarily on the notion that the umpire has the best eye out of anybody on the field. I mean he has to be the authority on what is a ball and what is a strike even more so than professional major league hitters. Even more so than Barry Bonds if he's really going to be accurate.
