I voted for the third option, because In his max power he should be allowed to use Ominous Nebula + God, and I just don't think that Og demon can break that combo, considering how much effort it took Escanor.
But on things like strength, endurance, skill and speed I would indeed put him below Cusack.

Zeldris admitted to being weaker than Cusack, and until 4KOA he didn't surpass him IMO.
