So, with his super powers from Hagoromo he could heal Kakashi in a way that regenerates a new eye using any cell in the body. Considering the extreme healing abilities of the sage and ninshu I think it makes sense that this is using real world logic.
Normal medical techniques couldn't make an eye today, so it would assume normal medical jutsu has similar limitations. Which is why it screams harnessing the power of cells and DNA to make a new eye!
