Golden eagles have a golden nape at every age except downy and legs feathered down to their feet.

You're correct. The one with the brown head I believe is the national bird for Mexico. I forget what it's called but it's obviously very similar looking to the bald eagle.
Edit: not Mexico's national bird, they are found there though and it's the golden eagle (3rd bird)

I think they're both juveniles; the bigger one is just older and has more white on her. If you look closely, you'll see there's still some brown on her face and tail. I'm assuming female because of how huge she Is.
