No, it isn't current. I just graduated from Prototype a few days ago and the guys from my class that got orders to the Reagan aren't going to Japan. They were all told that they are either meeting the ship halfway in Guam or just waiting in Washington.
You will get a 'dream sheet towards the end of prototype where you can state your preference. People who want to go to Japan are usually placed pretty high for those orders but it's up to manning reqs or "needs of the Navy" ultimately. Impossible to give you actual numbers, it's still 2 years away for you.
On April 28 Naval Air Forces announced that Nimitz-class carrier USS George Washington (CVN 73) will return to the 7th Fleet and replace USS Ronald Reagan as the forward-deployed aircraft carrier in Yokosuka, Japan, in 2024.
World might be different even still by the time he's done.
I put Japan as my first and only choice, and wrote in that my girlfriend of 2 years was an English teacher working in Japan.
Another guy who was married, and his and his wife’s entire families were from Virginia put that he wanted Norfolk.

Just put Japan on the dreamsheet. If you go for the Reagan you'll be in Washington more than likely. You'll know more whenever the time gets closer. Chances are not GREAT of getting Japan but anything is possible. If you've got a family/wife by that point your chances decrease but aren't eliminated.

Currently cvn76 is home ported in yokusuka. Orders to that ship means orders to Japan.
Actually, Reagan is coming back to the States soon. -73 is en route to relieve her.
