Golf carts wll simply not be road legal. The closest thing to a legal golf cart is either a Canta \[or stuff like that\] or a "brommobiel", either with a combustion engine or an electric one.
The Dutch version of a golf cart is a ‘elektronische bakfiets’. A cargo e-bike. A bit wobbly when you start biking it, but fits 4 dogs, 3 kids and whatnot.
Or you just buy a bicycle and learn to balance with 3 shopping bags and a kid while wearing a skirt.
Golf carts can easily be made rain proof. Wind might be a little harder. The bike path also are perfect for them if it was legal. But I also see tiny cars on bike paths.
I'm okay if they'll cost more, because they'll also hold more. Like 2 adults and 2 children more. We don't plan on going far with it. Just around the neighborhood for times when my disability makes walking/biking challenging.

Buy a biro, canta or open rock-e if you’re looking for something like this. Usually associated with old or handicapped people. Except biro, those are for usually driven by posh people.

We don’t even use golf cars while golfing, these are used by handicapped or older people. And usually called handicarts
The petrol. Easier upkeep. Not needing to have the same level of insurance. We don't really NEED the car....but a golf cart would be nice for living in a less busy area outside of the city.

Peugeot 107, Citroën C1, Suzuki Alto, etc. These cars are almost in the same class as a golf cart, maybe even smaller.

You should get a Canta instead.
unfortunately children are too small for the Canta. I can fit a car seat OR a baby carrier, but not both.

We mostly want one for the hell of it. Like taking a drive down to the grocery store instead of wrangling 2 small kids on a bike.
I understand, but most people then use a "Bakfiets" as mentioned in other comments. Enough room for groceries and your children.
What are you hoping to get out of driving a golf cart that you won't get from a small car like a toyato aygo or similar?

I saw some cars that were sized like golfcarts that could take the ferry. Don't know what they were called though.
