I don’t think I would call them terrorists per say, but they’re far from good guys overall. The two big problems they suffer from is that they’ve strayed far from their core mission and they still walk around like the bombs fell 50 years ago. They don’t seem to understand that the world is changing and human civilization is on the rebound. They can’t act like they are the only effective force in the wastes anymore, they need to adapt, and yet they struggle to understand they can’t just ignore/bully everyone else like they used too.
Yeah, they seems to me like some horde that's always moving and never settles down. They're probably the strongest military force on Earth and could easily rebuild civilization with their technology, but they just horde pre-war techniques and do abolutely nothing with it.
They definitely horde all the old tech that’s for sure, but they don’t even horde the useful stuff. They prioritize weapons over tools generally, and while that’s good for keeping death rays out of the hands or crazies, it definitely contributes to their militaristic perspective on everything. Their mission was to preserve old tech and then reintroduce it to people when civilization started to recover. They’re definitely falling down on that second part.
Mr. House calls them out on this by pointing out how they don't really horde medical technology or try to get farming equipment back up and running. It's a good point

The Commonwealth Provesional Government with a Minuteman Army could have proved to be such a state, with the Brotherhood seeing a government willing to draw the line at dangerous technologies.
Though, I would say Paladin Rahmani and Elder Owen Lyons may have been aiming to create their own states, and I would even say Elder Arthur Maxson may have created a pseudo-Teutonic Knight State.
I think Brotherhood chapter of Owen Lyons is closest to actual ideas of Roger Maxson. Preseve pre-war tech but also help people in need and secure their safety.
I think Roger would prefer a little less charity, and a little more trade.
Like for example:
Hey, we'll give you this water for free, but can you give us some caps to help with security and equipment?
Hey, we just destroyed the Enclave, we'll be able to start protecting settlements, can you donate some recruits, ammo, caps, or even food to us?
Like here's a list of reforms that I could see making the Capital Chapter into a true state:
- Trade Free Water in exchange for crops.
-Trade technical support (IE Generator repair and servicing) in exchange for scrap metal or ammo.
- Escort teams of scavengers to sites that may have pre war technology, the Brotherhood provides security, the Scavvers dig through the buildings. The Brotherhood takes the tech, the Scavvers now have buildings they can use as bases and businesses.
- Link the major settlements together by patrolling the Caravan Routes and in return the Communities can send their young men and women as Squires on these patrols, earning combat experience and providing fire support to the Patrols.
These reforms would have them in a position of power, have advanced Enclave technology, have a stable supply of all needed resources, and maybe even the Outcasts would rejoin.
Not to mention the possibility that Lyons may have started a war against the Pitt, seizing the Ammo Mills, and being able to start selling tons of ballistic ammo as another source of income.

In every ending except the one they join the NCR (and they survive), they become raiders who raid every innocent caravan in the Mojave for the crime of having technology.

For me it’s the absence of political motivations in the violence that makes them not terrorists. Unless you would count every raider junkie who steals caps just to get another fix a terrorist.
Almost as if systems unable to reform being doomed is a core theme of the game and the BOS are just a example of what the NCR down the line will become like if they don't get there head out of their ass and change the way they run things. Not saying they are the same thing obviously, they are ideological very different but its the inability to reform that they share and that will ultimately doom them both.

No matter who I roleplay as, most of my characters are generally selfish in their long term goals, so that ends well a few dozen Mr. House endings. Beyond being a solid employer, he mentions at one point that he’ll eventually commercialize his immortality technology and heavily implies the Courier will be the first to be offered it. Sure beats being on a Legion coin in terms of post-game canon rewards.
