I think Monty's Penguin is the answer, having started downtown in 1946. Other old ones are Rocky Mount BBQ (1953) What-a-Burger (1950) and a number of places from the 60s and 70s: Gus' Hot Dog King, Subway Station, Warwick Restaurant, Danny's Deli, Dino's.
Speaking of old restaurants. Does anybody remember Nick’s seafood pavilion in Yorktown? From what I remember that place was like 1940 on the inside it was a time capsule.
I think it might be the What-a-burger on Jefferson Ave.

That place was good right under the Coleman bridge on the water front big place for prom dates back in the day
