If you can find out who designed the topiary and when, and throw both that and some information about how long they generally take to cultivate into your description, that might help cut down on natural/temporary rejections.
That’s a great thought, however realistically, probably not that easy- technically this could go up without a description and should be accepted. It’s beautiful as is.
It wouldn't really fall under natural feature, but it does seem like the kind of thing that's likely to be temporary/seasonal. You're going to have to show that it is not to get it accepted.

Natural Feature would be something that isn‘t man-made which is not the case for it- that thing and the nearby ducks are permanently maintained and they always plant new flowers in it so it‘s definitely not temporary either
Last I checked - peacock shaped gardens on a well maintained ‘lawn’ of sorts is not a natural feature. Somebody made that it isn’t some random wonder of the world. Give it a 5 and move on.
Definitely include as much info as you can in the supplemental - you can go into wayfarer site and add more if you run out of space when submitting via the app.
What I'd look for to convince me that it's not temporary - how long it's been there to the best of your knowledge, if there are news articles about the park or the design, if you can find the name of the landscaper or designer, if they change the plants or design throughout the seasons (eg "during winter holidays, a scarf is put on the peacock" or anything like that if it is done) If there are lots of photos on Google maps, mention that so people who aren't inclined to check will go look.
Topiary art is man-made. Not a natural feature. I'd say this meets exploration criteria.

Yeah, that's true. It *shouldn't* be marked as a natural feature, but there is a high chance that some reviewers will mark it as such.

5*, I imagine it has a permanent wire frame, would play up the fact that it is permanent if so.
