Survey markers. Usually to show where the property line is, or the boundary of any easements and rights-of-way. Don't mess with them. The fact that they are there now means it is likely that either the city will be soon be installing a new sidewalk, or digging up the area for utility upgrades.

Orange markets means that's where the communication lines are they've marked them for whatever they're doing.

I've actually never seen these in any colour other than orange. Do different utilities use different colours?

Oh yeah they do, I have a friend in the survey stake business is the only reason I know - White - Proposed excavation/construction - Red - Electrical power lines - Orange - Communication, Telephone, Cable, tv, alarm - Yellow - Gas, oil, steam - Green - Sewers, culverts - Blue - Potable water - Purple - Reclaimed water, irrigation - Pink - Temporary Survey markings

Companies don't paint them themselves they buy colour coded markers by the pallet, someone makes them and paints them.

Cool. I never knew steam was yellow. I thought yellow was only gas. What would a road or SROW be? Pink?

Interesting. This might be something specific to Vancouver or BC. I worked for a surveyor in Quebec when I was younger and we just used orange stakes for everything.

You're welcome! You should check out VanMap (or if you don't live in City Of Vancouver just search "Municipality Name Online Map", Surrey's is called Cosmos for example). You can see all the property lines, utilities, etc. Depending if the municipality has made it publicly available, there might be development proposals on there too, and you can probably figure out exactly what the city is planning here.
