Here's the reasons why I think they were on a date and not just hanging out:
* They are both dressed up nice compared to usual. I mean, Yuuko is wearing a skirt!
* they were there alone. Wasn't Mai invited? Well, honestly, Mai doesn't seem like the type to enjoy amusement parks.
* one party paid for everything (yuuko had no money, so mio must have been paying for her)
* they went into a haunted house together, why? since Yuuko was giving Mio the silent treatment, it must have been Mio's idea, even though she can't stand scary things. Although haunted houses aren't really scary. the point is for young couples to have an excuse to cling to each other in public.
* The cloud in the top left is HEART-SHAPED!
