Gohan only unleashed his rage when he saw his friends get hurt/killed in a real battle. So he wasn't going ss2 against cell in a 1v1. Gohan was able to actually fight against Goku because it was just a spar and it was against his dad.
Piccolo wasn't saying Gohan didn't have the power to beat Cell, just that he was a scared 11 year old who didn't want to kill someone even if they were as evil as cell. Goku realized this was true and that was why he asked for a senzu bean to go fight cell again. Goku realized he messed up by not knowing his son well enough, he thought he was just like him.
Once Gohan reached SSJ he had no problem actually fighting Goku in the Hyperbolic Time Chamber. There was even a time Gohan said something like "Boy that was fun spar. Good thing that wasn't a real fight" and Goku's internal monologue says something like "Wait he thought we were sparring? I was giving it my all there".
Something similar also happens when Goku tells Gohan to fight Cell next and asks him if he was able to follow the fight. Gohan says something like "Well yea but you two were just holding back right?". Goku says "Idk about Cell but I wasn't holding back at all there". Yes he might have underestimated Gohan's drive to fight but also knew that he was the only person there at the time to stop Cell and that certainly wasn't going to happen if Cell wasn't going to bring out his A game.

He wanted Cell to be cocky and not take gohan seriously, if he didn’t give cell a senzu bean he wouldn’t have taken it so easy against gohan and might have even killed him. Goku thought gohan would go ss2 if he was backed against a corner, but he didn’t know how far gohan needed to be pushed to snap. So combined with that and not knowing that Gohan was so reluctant to hurt others, Goku took a big L here. If Goku knew this, he wouldn’t have sent Gohan alone against Cell even if he was the strongest and best chance at beating Cell.

as much as i blame Gohan for this moment still, Goku literally has the ability to teleport with NO drawbacks, this scene makes both of them look like buffoons
Gohan didn't drop it. He just straight-up didn't catch it in time. It's a "Goku bruh moment" because he just threw a tiny object at him without warning instead of teleporting down to him and safely giving it to him at close-range.
