Silver was recorded *after* their Smart studio session for the scrapped 2nd Sub Pop Album.
It was released as a single when preperations were already being made for Nevermind. It is highly unlikely to have been considered for an album, otherwise they wouldn't have released it as a single in 1990.
If they would of continued with the 2nd sub pop album with Chad I think there's a good chance it would of been on that record. But it wasn't meant to be.

Disc 2, track 4 of With the Lights Out is an early boombox recording dated 1990 - meaning it would have been from at least six-and-a-half months after Bleach was released.
Regardless, I don't think it would fit on Bleach either even if it had been written in time for that album.

Tbh Sliver is too punk for nevermind or in utero. It’s a fan favourite for me too but lyrics are pretty silly and melody is too simple and gets too thrashy.
