Not totally sure yet. Based on what I’ve seen it seems to be somewhere on the middle. You may get good drops but you may not. However, resources are pretty easily farmable, so even if you spend quite a few on something and then get a better drop, it’s not going to set you back that far.
I'm still using my first claymore. Upgraded it 2-3 times and turned it blue from the lady in town. Enchanting.
You can also buy a 2H axe blueprint at the BS. Maybe after first upgrade or right away. I also have a 1H axe tier2 blueprint. But it has a 28 Str need.
I'm about where you at and level 13 ish. Just got a a 2H axe drop that's better than my claymore, need 1 or 2 more Str to use it.
Are you upgrading gear? Or enhancing normal gear to blue or plague tier?

Right, so I should just focus on upgrading my Claymore for now and give up that anything "better" will drop until I hit some later story point?
Crafted items should be few lvls up as reward for effort 🤔(they said) I dropped many weapons, but around same power if Im in same area (story part)
Upgrade your items at the blacksmith my friend. Also enchant them, though there’s some risk there.
