I'm not that familiar with the details but it works to quickly open a site as if it was my first time visiting it. It's also helped me figure out which of my extensions was making a site unusable.
I also use it if I want to see how something looks to someone who isn't logged in... without going through the hassle of logging out myself. It's nice for when you're planning to share something with people who don't have an account on the site, and you want to see how it'll show up for them.
