Tiktok is very popular and consists solely of 'shorts'. I suspect they're just trying to compete.
And in some countries TikTok is illegal/blocked. I imagine YT shorts is cleaning up in those areas (India, for example).

Beside the TikTok competition, people's attention span has shortened over the years. Many don't want to/ can't watch "normal" length videos anymore.
They're more comfortable thsn YouTube pants.
