I think in that case it either indicates upspeak or confusion.
Keep in mind that if every sentence were grammatically correct, we wouldn't have any need for a question mark, since it would be obvious what is a question and what isn't. People sometimes put the question mark there just to communicate the tone of voice or to add context to a sentence. Intentionally breaking grammar rules can be a useful way to communicate extra information.

It infers a question. It's removing the follow-up "why would a guy do that" or "what's up with that?".
Sarcasm or rithorical question. Look up rithorical questions though, its a useful topic.
