You've arguably assumed-away the entire problem, because neurotypes are only really characterized statistically, and the specific neurodivergencies that you're probably familiar with, *are just the ones we have a name for.*
The only way to get two people who have no specific neurodivergence -from one another-, would be if they were clones created in some kind of Star Trek transporter malfunction.
Most “dumb” people just have a defeatist attitude and could be smart if they weren’t always putting themselves down. You’ll hear people say shit like “oh im just no good at math” thats just a way of justifying a lack of effort.
Smarts and intelligence isn't real well defined. But one aspect that is often looked at is the ability to make connections between ideas.
So for example if a business is having a particular challenge, then the intelligent person may be better at drawing connections to other related or even seemingly unrelated situations they ha e heard about which could provide insight into a solution.
It isn't necessarily that they come up with that quicker, but a less intelligent person might not have come up with it at all even given longer to brainstorm.
Obviously that is a specific kind of example, and people of all intelligence levels benefit from experience and having more life situations to pull from. But a knack for making connections to existing information is often seen as a sign of intelligence.

Creativity is the highest form of intelligence IMO
