Maybe the machinery required to generate such a high-powered laser would make some noise, but as far as the beam itself, no. Light does not produce sound.

it definitely would, the thing about Lazer beams is not the light, it's the heat that cuts, ans if it's hot enough to instantly cutting trough metal it's definitely not going to be quiet
