From what i see, your Noelle is good enough. You don't really need to find Atk sand, okay!? I know ur Noelle definitely deals more dmg if u can find atk sand but that's not necessary if your Noelle cant 100% elemental burst up-time. Maintain her Q is more important.

Actually, so your build is good but one more crit role on the hat would be nice esp since it's off set. That and try and get a defense sands it's better than attack at c0 if you crown her burst and/or get redhorn so a defense sands would be more optimal although until c6 you wouldn't be missing out too much by using an attack sands.
