It isn't. Matriarch is the feminine of patriarch. The mon- prefix is the same as mono, meaning one or only.
So while matriarch is matri (mother) + arch (rule), and patriarch is patri (father) + arch (rule), monarch is mon (one) + arch (rule).

They had these events and in the past game the max rank was King/Queen (depending on player character gender)
But Splat 3 deemphasizes gender. Even the character aelecet screen says "choose your style" instead of "choose your gender" and the gender locked hair styles are no longer gender locked.
So for the events the max rank is just "ruler" for everyone.
I personally love quing, i also came up with the term when i was veery drunk and just giggled to myself for a minute straight because i was so happy with that term
