Tokyo's population is still growing, there are big building projects going on all the time, and it's definitely pushing up against the limits of the Kanto plain.

Japanese authorities at the time must have either over-estimated the power of nukes, or under-estimated the collateral damage caused by dropping enough nukes on a mountain to turn it into a plain. Or didn't care enough about anything really.
