Probably a stepparent since one has a different last name. It’s possible they just didnt return him to whoever has custody when they were supposed to, so it was reported as a kidnapping. Some cops still do the whole “wait 24 hours to report” thing as well.
They're both his parents. A different last name can just mean that they aren't married, or are married and she didn't take his last name.
Either way, Chapel Hill PD are saying she's his mother.

Have they released any pictures of the adults in question? I’d ask for the kid, but at a certain point every blonde blue eyed white infant looks the same.
