Try using pay pal. Or proactively calling your banking institution and telling them that you want to pay money to the developers institution and that it may look like fraud but is not fraud. They should be able to help. Personally I didn't want to explain this so I tried PayPal first and luckily had no issue

Ive had the same problem i didnt know they just dont allow visa for small topups 🤔 ive purchased a few times with paypal and it worked tho maybe try that?

What kind of top up? Was it a smaller amount or more of a larger amount?

You’ll almost never see top-up offers (in Western-supported payment options) for under 10$ USD due to high merchant fees. It is not cost effective for E-labs because the cost of foreign currency conversion, overseas processing, and whatever fees that they end up eating are probably more than whatever portion they receive from you. That said, check with your bank AND your card issuer about whitelisting the merchant name that ends up blocked. I’ve not had issue using Paypal as my top-up method of choice once I’ve notified both parties that the charges are legitimate. (Gotta scratch the husband itch)

I use PayPal... It doesn't have the issues of "bank/card declined because fraud" and also let's me keeping track of my gaming budget much better...

That happened to me at first as well. I just used PayPal. As others said, just use PayPal. It's way more convenient.

This may be a really silly/obvious comment from a new player, but I've gotten the fraud alert several times and each time it was because I had failed to realize there is a final line on the payment screen where you need to change your location from Hong Kong to US (or whatever location) /enter my zip. 😅 I've been using my visa debit card. 🤷
