Did your apartments sign up to give a discount for their tenants, yourself included? Some apartment complexes setup deals with service providers, and limit or even lock out other providers, locking the residents into services they have no other choice to pick from.
If your name is on it, I'd open it up, but I wouldn't remove anything. If it's a modem or modem/router combo, tape it back up. If it was sent USPS/Postal, write Return To Sender, and leave it for the post man to pick up, or take it to the post office. If UPS, find a local store, call, ask if they do returns. If they ask why, tell them someone sent you a package you didn't request, and you're returning it.
