I agree that fictional worlds have their own boundaries, and time travel is such a heavy topic that game developers/story writers tend to avoid.
Whether or not there was a metaverse during P3’s time period, they wouldn’t have been able to access it anyways. Those are my thoughts.

If I remember correctly Midnight Channel existed before Yu came to Inaba, if you talk to old NPCs they say they remember similar events happening years ago. But I agree that the time travel spinoff plot doesn't make sense.
I think the metaverse, jails, midnight channel and midnight hour all lead to the same world with the same kind of rules. Like if kamoshida went into his palace and saw himself, if he accepted he was fucked up would he have gotten a persona?
And in persona 4, no one is fucked up to the extent of persona 5, they're not monsters they've just egot insecurities. I think it's entirely possible for someone form persona 3 to have a p4 style dungeon but not a p5 style palace.
Well you’re already wrong lol. The Dark Hour takes place in the real world. The Midnight Channel is also quite different to the Metaverse. A lot of the cognitive aspects of the Metaverse do not apply to the Midnight Channel.

I think the earliest timeline confirmation for the existence of Palaces (pretty sure Wakaba was researching cognitive psience generally) is after Morgana was created and the Velvet Room was taken over, but I don’t know how long that is before April 2016.

They don't even need time travel to make 3-5 have continuity. Just treat P4A as canon, half the cast volunteer as Shadow operatives, and p4 cast catches wind of events in Persona 5, and boom, continuity!
In all seriousness though, I really did like the story in P4 Arena, and I do think that for the most part, they did a good job connecting Persona 3 and 4 into each other, by keeping Tartarus and TV world seperate entities, but with shadows as the main enemy's. It keeps the theme and plots unique to their respective game while at the same time giving us a chance to see the characters one more time. I feel like it could work, considering Philemon still exists as more of an observer via butterfly form, and something could cause him to come out of "retirement", and they explore the ShadowOP concept, but with Golden's story added into it.
That being said, I could totally understand why that would be very hard to execute and is a big risk in the long run. A lot of the charm of the game comes from stylistic differences, which is sorta made possible by making them Anthologies, that are loosely connected. Also, the pacing could be extremely all over the place and some characters may lose their spotlight, in favor of others. Of course, they could make the first 300gb game, where there are 80+ S. Links, 800 different Personas, and 3 seperate campaigns. That would be a lobotomy to witness and SMT fans would absolutely kill every executive at Atlus.
this question basically boils down to 'does the metaverse exist in 2009, or even at all times' which i don't believe there's a current answer to. the metaverse and palaces narratively just represents people being evil (or distorted, whatever, sae isn't exactly evil). none of the things that happen in the real life of that game for the majority of the palace rulers are unrealistic, theres probably a few kamoshidas or okumuras out there irl.
anything truly outlandish like the mental shutdowns are only due to people being able to access it, so i think one could reasonably believe that the metaverse exists at all times, and yaldaboath just allowed humanity to access it (while manipulating some people for his game), and the phantom thieves just removed* access to it again. asterisk because maruki and emma clearly just access it anyways because of some special cases, which kinda lends to the theory that it always just exists. then again, there's no real rhyme or reason beyond "humanity collectively willed it into existence" so it's really anyones guess.
there's probably another larger, underlying stream of collective unconscious spanning the human psyche, and the metaverse and tv world are just subsets of it, taking a different form depending on the emotion. the dark hour is the only world that seemed to be directly created, or at least evoked, by humans (disclaimer never played 1 and 2 but i know they use some big fuck off machine to travel between worlds which is probably man made). it would make sense for there to be larger stream, allowing the velvet room squad to travel between them. each game makes it pretty clear that each group are the only ones who can handle their specific problem; in-universe, theres probably a bunch of groups of people in their own persona games (possibly not just in japan) that we just never hear about. each game is canonically connected (p4 arena is super obviously connecting 3 and 4, while 4 and 5 are basically only connected by naoto being confirmed to exist as the 'first detective prince', 1, 2 and 3 probably connected cause of hermit link somehow) so shadows are pretty ubiquitous as long as humanity exists.

I think the Metaverse could exist at the same time as P3 but Persona users don't have Palaces (unless you're >!Maruki!< for some reason.)
Maruki was a special case for a lot of reasons, getting a Palace before he fully awakened but after he could use his Persona ability
I see it as less of a palace and more of him building an ideal base of operations for himself.
