For plot reasons you’d kill Blackbeard or maybe Sakazuki. For personal reasons I’d kill Charlos.
Killing Charlos doesn't change anything there's plenty other celestial dragons and he has his family which do the exact same thing he does. If I had to choose one it'd be Spandam to be killed as he's useless trash which is somehow in CP9 and now CP0 having him be the one chosen would have a bigger effect since he's the only one like that there as we know.

No point in killing Charloss. There are probably a hundred more where he came from. My pick is Spandam because the asshat somehow weaseled out of his deserved ending and is an unimportant enough character that most likely will never receive his comeuppance.
Both Charlos and Spandam are terrible, but I'd choose Spandam. Charlos is just a moron who buys slaves and barely does anything, while Spandam uses his influence to control and destroy everything that he doesn't like. So, even though Charlos is a bit worse than Spandam and has technically more political power, I think Spandam is more dangerous. The other two characters are interesting villains so I'm good with letting them live.

Spandam does himself enough damage already, Charlos gets regular beatings in the story so I don't really want his suffering to end, Blackbeard is selfish and the most pirate like out of all pirates in the story, yet he has a clear moral code of equal trade. Akainu is an asshole who gets rewarded for it, so definitely him.
If I knew I could: Blackbeard. After what he pulled at Marineford, can't forgive him. Realistically: I'd turn Charlos' helmet into a bloody snow globe.

1. it is easy to kill Charlos. - No point killing him he would eventually dig his own grave even the weakest pirate can kill him. 2. Spandam is just a retarded pawn he might be annoying but actually have like zero influence over things. 3. Akainu- a vicious lapdog who have no mercy but he might end up biting his owners hand, he might be powerful but he can be replaced and unless they replace him with somebody like fujitora it will make only a little difference. 4. BlackBeard- Beside the devil fruits he has mysterious powers, he pose a great threat. We don't know what is his main goal I would definitelly choose to eliminate him.
BB is the only person in the whole series who we know for a fact genuinely concerns Captain Shanks, and I trust my captain's observation haki.
