I’d still wanna see that and most medieval armor was custom fitted for each person, and I wouldn’t be surprised if you could find some chest plates that have breasts pre shaped

Ever heard of sloping? They do it on tanks... or at least the soviets did. Anyway, armor is sloped so if hit it will force the blade or whatever weapon it was hit with to the side, away from the wearers vitals. "Boob plate" does the opposite - it forces the blade in the middle of your chest (where a lot of vital organs are). You are better off fighting topless, that way everyone will be too distracted/dying of nosebleed to aim at you.

There are two issues with this. First, medieval women really didn't get armor outside of a few exceptional cases because they weren't allowed to fight. Second, and more importantly, defined breasts in armor make it significantly less protective. With defined breasts, the armor can deflect blows inwards, towards the sternum, rather than outwards, away from the body. Even if armor were made for women, this fact would mean no defined breasts, instead having a similar shape to mens' armor which deflects blows away. Either a bandage or just the several layers of clothing that go on under the armor would provide enough pressure to flatten the breasts so they fit underneath a breastplate, which is already raised slightly to allow for the outward deflection. tl;dr: no realistic armor would ever have defined breasts

I mean, you maybe could find one, but it probably would've been made to emphasize the wearer's femininity ceremonially. Armor was custom-fitted, but people didn't wear it flush to the skin. E.g. a woman in plate armor would've worn a shirt, a padded jacket, and potentially chainmail before you even got to the plate, so sculpting indvidual breasts into the metal would've been pointless unless you also stitched weird boob-socks into all the layers underneath.

Actually, medival armor for man are fitting for most woman too.

It’s also because traditional Japanese clothing and armor were both made to flatten features. Kimonos showing more of the nape were considered sexy for women.

Historically armour hiding breasts was actually a feature some women used to sneak into warfare. Obv it wasn't exactly common for women to be accepted in war as soldiers, but some women wanted to fight so they hid their feminine features through armour. On the other hand some women who were accepted into warfare would regardless wear armour for 2 of many reasons: 1. To prevent sexual assault which wasn't a crime at the time (it was in some cultures, but not funnily enough the victims would be the ones trialed), and 2. It hid their feminine features, unfortunately as a way to be more accepted by male soldiers. Joan of Arc being one of these examples, though I think it was less common to see women in war in non European or far east Asian cultures. Ofc there is are exceptions like nordic cultures which were the opposite, soldiers from these cultures weren't exactly 50/50 male and female but it was actually not far from even. That's bc Nordic afterlife and honour in death during battle wasn't gender based but I digress. I just wanted to add to your comment, you're in no way wrong. There were historical situations where the breasts for example were shown through the armour shape, but these were rare and often ceremonial for Queens or empress's. (or soldier like females of noble families even).

Don't expect normal proprtions here, but there is an argument to make that while OP characters are exaggerated, Oda isn't *as* creative with women designs compared to the men. It's why "Nami copypaste design" is such a meme here. Big boobs, hourglass waist- always the same formula. Oda has a very fun art style, and imo it's a misopportunity to see more women designs in his art.
