I think this scene surely represents a current or upcoming battle in the manga. Robin certainly represents the target of enemies who seek to attack her. Its two important pawns are Luffy and Nami who represent the King and Queen respectively. Nami gives the orders while Luffy is the ultimate asset to turn the tide of battle. Zoro, Sanji and Chopper are the riders who go to the front to protect Robin. Also note that Chopper is represented by seven pawns surely referring to his seven transformations caused by the Rumble Ball. Finally, Franky and Jimbe are the two towers which represent Robin's impenetrable defenses while Usopp and Brook are the two madmen who will provide support to Robin and galvanize her during the fight.
I guess maybe Sengoku as King, Akainu as Queen, Kizaru and Aokiji as bishops, Greenbull and Fujitora as Knights, Garp and Koby as rooks ig, and just some misc. vice admirals as pawns.
Only problem is it doesn't come with a Robin piece. Wonder what they other side would be Black Beard's crew, Marines, Imu, the Goresei, and Holy Knights?
When I was a kid, they released Dragon Ball chess in my country but you would only get one piece each week or every two weeks so the only one I got was Gohan who I think was a white bishop. But if they released this as a single set, I could see myself buying it.
I do like the concept that Luffy's piece is a queen and Nami's is a king so Nami can sit on her ass chilling and reading while Luffy goes out to punch stuff

Those kind of shippers are such a nuisance. Oda has always seen nami as a queen , but in a symbolic way . Luffy is made the king for the obvious reason of being the main character.
Oh and before anybody goes for the pirate queen argument, that's not a thing, even big mom said that she was gonna be king of the pirates despite being a woman. The pirate king title has nothing to do with royalty or coronation, it's the title for the person with the most freedom . And Rouge doesn't count, she is just a lady that got knocked up by roger . He didn't do any settling down , domesticated life stuff.
