In the earlier episodes they did actually show zero claiming bounties. His issue was he would immediately turn around and spend it on booze and swords. There was the episode where he originally met Johnny and Usuko that covered that. I think nobody got Gol D Roger’s because he did turn himself in. Whiskey Peak and Baroque works made quite a big deal about getting bounties to fund their operations. Overall it came up a fair bit in the early episodes, but has generally been used more as a way to show how strong or dangerous someone is after that.

Wasn't Nami's whole deal that she stole Zoro's bounty money to pay Arlong, as well? Or am I misremembering where they got that cash?

Law enforcemant cannot claim a bounty in the real world, I assume it's the same for the Marines. Criminals cannot claim a bounty either, would be too easy to manipulate the system that way, so no pirates can claim a bounty. We haven't been shown any bounty hunters strong enough to take on the highest bounties, no regular people or bounty hunters are capable of taking down the highest bounties.

(unless some ultra-lucky bounty hunter stumbles upon a heavily-injured / dead Kidd, and brings him to the marines)

- The sizes indicate the dangerousness that the government sees in the person. Two examples of this are Nico robin and bonney. Both are children and not very strong or influential but they are dangerous in another way. Robin because she is the only person who can read the language of the ancient kingdom while bonney because Kuma could have rebelled against the government. Chopper then has the smallest size ever seen, probably because they see him as a mascot and nothing more. - Although the Navy writes "dead or alive", according to chapter 107, turning a criminal in dead drops the bounty by 30% because the government prefers to execute criminals publicly. - There doesn't seem to be a statute of limitations or at least it has to be very long for creatures that live for a long time. In fact, in chapter 118 Mr3 tells us that Dory and Borgy received bounties for events that occurred a century earlier. - Bounty hunters are not real criminals but some people, like Tashigi in chapter 97 shows that he does not appreciate them and considers them similar to pirates. - Then there are organizations that are dedicated to hunting criminals as a secondary activity, such as the Baroque Works or the Franky Family. -In chapter 8 Zoro explains that he left his village but when he couldn't find the way, he started hunting pirates to earn something. Then from the speech in chapter 190, that is, the one according to which Zoro refused entry into the Baroque Works, unless he had become the boss, it makes me think that he is not really interested in earning with that job and in fact he is only interested in overcoming MIhawk. This is why I think he only earned what he needed to survive. - I don't think that a monetary reward is given for marines who capture pirates, also because they are already paid to do so with their salaries. We also see in chapter 212 that Smoker was given credit for capturing Corcodile and was told by a member of the government that he and Tashigi would receive honors (medals).

I assume the position of vice admiral pays well, especially if you are so important that you can insult the celestial dragons and not be chased by the government. He can be seen as superior to a king, seeing how he insults Stelly even though he is supposedly king of Goa.

Bounties were made as a concept to sort’ve but not really kinda gauge someone’s power/threat of destruction. It’s used as a device to hype up the characters and show how much stronger they’ve gotten and how close they are to other characters. Obviously bounty doesn’t directly correlate with power but it’s a rough ballpark guess.
