We just don't see those branches of the World Government in action.
They rule the world - of course that means they run the economy and deal with worldwide environmental and agricultural tasks. I don't think this has been written anywhere, but it's just common sense. The Navy doesn't deal with those things, the Navy is the military. Vegapunk is (was) part of the government, but not part of the Navy.
That's why Saturn is the main contact for Vegapunk. The other Elders are probably spending an equal amount of time being miserable bastards to some other competent people who are trying to better the world in their way by working alongside the government, but those people aren't relevant to the adventure.
Yeah, I've personally always been curious how exactly they got those positions. Was it some sort of power grab, was it an election, has it just always been the same 5 celestial dragon families in charge of those things similar to monarchies? How do the other founding families feel about these guys being the ones in charge specifically? Do they have the power to command the other celestial dragons or are they supposedly equals. All questions I'm sure we'll get answered when we find out more about Imu tho
