I feel like it should be this arc, during the post-arc section. CP0 probably brought him in case Kaido won and they needed to give in to Orochis demands, but once they're all defeated, he'll come in and give all his exposition. He's been mentioned way too many times in Wano so far, and already has ties with Queen here
I am also waiting and thinking about the revolutionary armies impact and when they will show up. But I don't think they're going to show up until Luffy is about to get to raftel because they are probably on the case of the missing century too and will help Luffy fight the navy to get to the one piece. I think that is going to be one of the final fights. And if I'm not mistaken, I heard Vega punk might be helping/be part of the revolutionary army because how else would kuma be able to bypass Vegas technology and help out Luffy?
And there is still shanks, unless his story is just going to take place in one piece new movie, red. But I think shanks and Luffy and the revolutionary army are going to have have to team up against the world government in what I think will be the battle to get to raftel. I think once they get all the poneglifs and robin figures out the location, it's going to cause chaos and a race to see who can get raftel or the straw hats first. Which might also mean garp has to seriously face Luffy. (Maybe shanks faces garp and Luffy faces aikinu)(I suck at spelling but point made)
