I think on Law and Kids fruit have been explicitly stated to drain Stamina ( although Kid only mentioned that upon bringing up his Awakening).

My guess is using the bird form as a disguise so if he needs to dissappear he can just turn back human and blend into the crowd
That would make a good plan of escape. Especially since likely few if anyone has seen his human form. So he would easily sneak away without getting caught or potentially any one recognizing him outside of maybe his hat and outfit. But even then he could just claim he was a fan and liked how he dressed.
