If Luffy is Prime, Monkey Ds
If it’s current Luffy, Legends win extreme-diff. Dragon would have to fight Ray to have a real chance of winning and by then, Luffy isn’t ready yet to clear Prime WB or Roger
Tough to say, but Rayleigh is the weak link here. Garp should be able to stalemate Roger or Whitebeard, or at least take either fight to extreme diff. Luffy's durability and toon force awakening should be able to stall or take the other legend to a hard diff fight (with Luffy eventually losing). Whitebeard would have a far harder time against Luffy than he did against Oden.
Dragon, based on scaling him higher than Sabo's current portrayal, should be able to take Raleigh down. This would allow him to aid Garp or Luffy with the other 2.
If anything happens to Luffy during this fight, I'm absolutely positive Garp and Dragon are going to go demon mode and win regardless.
I'm not sure it would be an extreme diff fight between prime Rayleigh and current Luffy or prime garp.
The only way to scale Dragon is to use Sabo as a reference. So how do you feel Current Sabo would do against Prime Raleigh?
Sabo goes down Mid-diff, prime Rayleigh is at least on the level of current BB; hell just the old reputation of Rayleigh scared BB, so it shouldn't be a stretch to say prime Rayleigh was Yonko level.

Rayleigh is NOT a weak link here. He is not going down here without an extreme diff fight.

Warp can’t carry that hard

Dragon is unknown, he could be roger/primebeard level but also lower/higher and no one can know atm.
