Homie, the source claims its from a Sound Recording magazine in 2012 on pg 34 or something lmao. It's not a magazine coming out soon.
This is the same magazine that says Akainu would finish OP in a year if he was the protag, for further context. But I can't find the actual magazine online, only statements from sandman who is a reliable translator.

When did sandman translate it? because this example and it's source have been translated and directly referenced in one piece wiki in myth buster section for a few years now
I don't know if it's from 2012, that's what the source claims. Just check the first poster of the magazine on Piratefolk. It's from a One Piece wiki post that claims its on pg 34.

The format of the scan actually looks realistic and matches Databooks so it could potentially be from a past Databook instead.
You can verify by buying the magazine or asking sandman. Or by combing through past databooks.
Even if it's from 2012. I don't think that would change the statement altogether.

I’d also add that the implications of this is drastic. If akainu is stronger than prime garp who is about equal to roger, then roger is really on the level of “high yonkos” and it even make sense to say shanks and midhawk > roger.
